A signed bill or an enacted local law is law; check its effective-date clause before relying on it. A bill delivered to the governor has ten days, Sundays excepted, to be signed or vetoed under Article IV, § 7 of the New York Constitution while the Legislature is in session. An introduced item is a proposal and nothing more.

Where a tracked change alters a rule stated in one of the firm's case notes, the note carries a dated "Law changed" line and links here. The firm's own analysis of a change, when it exists, is in the Legal Encyclopedia.
